The current minimum threshold is US $400,000 (or equivalent in Turkish lira at the Central Bank rate on the payment date). The rule applies to any residential or commercial unit in Turkey — both ready-made apartments and properties under construction (off-plan), provided a formal Tapu can be registered. Important nuances:

  • You can buy one or several properties — the main thing is that the total cadastral value on the Tapu covers the required amount
  • The property must be marked in the Tapu as "cannot be sold for 3 years" (satilmasi yasak — a note from the Cadastre Directorate)
  • After 3 years the restriction is lifted, you can resell the property without any obligations
  • Along with the investor, the spouse and all children under 18 receive citizenship (children under 22 can also be included if they are full-time students)

How the Turkish naturalization process works: 8 steps

From the first consultation to receiving a Turkish passport usually takes 3 to 6 months. The whole process can be divided into 8 consecutive stages:

  5. 5 Preparation of the conformity confirmation (uygunluk belgesi) from the Ministry of Environment and Urbanization.
  6. 6 Filing a citizenship application together with the full document package (passports, birth and marriage certificates, background checks).
  7. 7 Verification of documents by the Ministry of Interior and issuance of the citizenship decree (kararname) — typically 1.5–3 months.
  8. 8 Application for the Turkish identity card (kimlik) and passport at the civil registry (nufus mudurlugu) — the documents are ready within 1–5 business days.

  • Ikamet — allows you to legally stay in Turkey, but does not give the right to vote, work, or a passport. Must be renewed every 1–2 years.
  • Full nationality / passport — permanent status, visa-free travel, full political and social rights, inheritance rights, military service obligation for men under 41.
  • Investment amount — for ikamet the threshold is $75,000 in some provinces, for the passport program $400,000.

Main pitfalls and frequent mistakes

Based on our practice, the biggest delays and rejections happen for five reasons:

  • Understated official value on the Tapu. Agents sometimes register a property at a lower price to reduce the buyer's costs — but this automatically makes it ineligible for the passport-by-investment route.
  • Problems with apostille or document translations. Many countries have local specifics, so all documents should be checked by a licensed Turkish translator in advance.
  • Military or other restriction on the land plot. The restriction may appear only at the final stage, so we always verify zoning before the transaction.
  • Incorrectly prepared valuation report. The report must be prepared by an SPK-licensed appraiser and reflect the real market value of the property.
  • Mismatch of names in documents. If translators wrote the names in different transliterations, the application will be returned for revision.

Can I apply while outside Turkey?
